cfg: fix incorrect positionQuantizationScale point in ctc condition 3.8

This commit fixes an instance of positionQuantizationScale that is 10
times the intended value, affecting the r05 data point of citytunnel_q1mm,
overpass_q1mm, and tollbooth_q1mm.
